Since Gettext 0.19.7, gettext is fully capable of working with desktop and xml file. Intltool wrapper is no longer necessary.

abort on any errors.

While testing #13157, I noticed if xgettext failed initially due
to a missing file, it would continnue running the remaining
commands *while keeping the existing, stale potfile*, because the
remaining commands used --join-existing.

Instead make the script abort if any command fails.

intltool is still present in debian/control
